The Committee on Higher Education, appointed by the Council for Higher Education and headed by Prof. Shneior Lifson, recommended the establishment of an Open University in Israel along the lines of the Open University in the United Kingdom.

Mr. Max Rowe, Director of the Rothschild Foundation, initiated the establishment of an independent commission, headed by Prof. Wilbur Schramm of Stanford University, to examine the establishment of an Open University in Israel.
